EEO-1 Changes for 2019

EEO-1 Changes for 2019

8/27/2019

The EEO-1 changes for 2019 include the Component 2 requirement.  To learn more about he federal rules, go here:

For our process, here is how to comply with EEO-1 C2.

Run the EEO-1 Company List to find active clients with over 100 employees.

For each of those companies, run the EEO-1 Missing Data Report to see what employees don't have the EEO fields set.  This report can be scheduled to run each payroll for clients, to help them keep up with the maintenance.

The New Component 2

Previously clients could use payroll, HR or benefits or even XL to derive EEO reporting.  Some of your clients over 100 employees may have asked you for this report, but not all of them.  But the new EEO Component 2 requires data usually on payroll holds.  We believe most of all of your clients over 100 employees will need this report from you.  To learn more about this Google “EEO-1 Component 2”

The primary EEO-1 report was due May 31, 2019.  But the Component 2 is due September 30, 2019 for calendar years 2017 and 2018.

This is not a paper report, it is a CSV file that must be uploaded by the client to their EEO account.  We are developing tools that will enable you to help your clients meet these requirements.

Creating the Component 2 files

You will have the ability to create this EEO C2 file and post it the report browser.  Any client on PPX, Pro, PlatinumPay, PlatinumHR or PlatinumHCM will be able to download these files to upload them to the EEO.
  1. This process will work similar to current EOP process, where you will post it automatically for clients over 100 employees.  Or to a single client, in the case of a re-run.
  2. This report will not be a Crystal Report but be a special utility in Reporting.
  3. We anticipate this feature to be available by September 13th.

Helping Client Validate Data

We are also creating an EEO verification report that is designed to show employers what employees are missing certain classifications for EEO reporting.  Allowing them to fix the data before the reports are posted.
  1. This verification report is designed to be included with the report scheduler, so all clients get it each payroll.  That way they can always keep up with it.
  2. This report will be a Crystal Report.
  3. We anticipate this report to be available by September 3, 2019.

Additional Data Required

There is some additional data required for the EEO C2, some of which you will only be able to enter in EPS (not Xpress or Pro for this first release).
  1. EEO Unit Number:  If they have filed an EEO report before, they will have received this unit number.
  2. NAICS Code:  This is similar to SIC, but not the same.  Click here for NAICS look up information
  3. Did they file an EEO last year?  (Yes or No)
  4. Is this an Establishment? (meeting the following): (Yes or No)
    1. Not exempt as provided for by 41 CFR 60-1.5;
    2. A prime contractor or first-tier subcontractor; and have a contract, subcontract, or purchase order amounting to $50,000 or more; or serve as a depository of government funds in any amount;
    3. Or is a financial institution which is an issuing and paying agents for u.s. savings bonds and or savings notes
  5. Make sure all employees have a genderethnicity and EEO code in the system.
  6. Are they a multi-establishment employer? Do we have all of their companies in our system? We will need to setup a company group for these clients.
  7. If their unit name is not their company name in the system, you will need that also.
  8. 2017 and 2018 data are due this September 30, 2019. You would need any payroll data for that period.
  9. The system will automatically use the first scheduled payroll in Q4for the year filing.  If they want to use a different payroll, you will need to put the check data as a parameter.
